'In public' is probably not very helpful as there is a difference between 'in public' in a club and 'in public' at the church fete.

The underwear & outerwear can - and perhaps should - be wholly or partially removed, Nick, if that helps to allay your fears.

Well when I said outerwear can be removed (i.e. it is optional) I was meaning that if you are a girl being fumbled you can keep your skirt on. Depending on the style of skirt I suppose.

I see definitions of petting as being a bit like gears on a bike. You can go up to 18 or even 21 different grades if you like, but really, however you describe it is not going to change what actually goes on.

As N. sort of suggests in the question, the only place you see the expression used these days is on swimming pool guideline things i.e. no diving no bombing no heavy petting (and certainly no trying to do all of them at once). It is utterly dated and irrelevant to the sex lives of modern youngsters who have no time for such foreplayesque trivialities.
