Look, they BOTH make you dopey.

But which makes you MORE dopey?

Heroin.

Therefore, if one needs to have the title "dope," it seems most appropriate that heroin would hold that title.

I'm going to say either.

I've always used dope as a non specific colloquial for "drugs of a relaxing sort" mainly heroin and marijuana, but could also extend to a variety of painkillers and sedatives. I don't really use the term in situation where it would be confusing, for instance I would say, "Care to smoke some dope?" if the person being addressed was a known cannabis user, and I would usually say this as I prepared a method from which to imbibe said cannabis. As far as heroin goes, it's rarely shared or offered. When it is however, the need for clarification beyond "dope" is usually unnecessary again because of past rapport with the person it is offered to or visible heroin and or heroin paraphernalia.

I've never used the term to refer to methamphetamine or stimulants in general, the equivalent term for that is "speed".
