I always figured the barrel-wearer was too poor to affod clothing, and so had fashioned clothing out of a barrel. That seemed to be the context barrel-wearers always appeared in, ie guy gets fired, next scene he is wearing a barrel. Extra funny bcz those things are actually really weighty.

To show that a character is in such dire financial straits that he's literally "lost his shirt", the otherwise naked character will resort to wearing a large barrel held up with suspenders. Primarily seen in cartoons. This image probably came from a punishment for public drunkenness in Germany and England, where drunks had to wear a booze barrel. It's unclear how barrel wearing became associated with bankruptcy, but the trope stuck.

I think it was originally a bit more specific than that even. It was usually in the context of your creditors seizing everything you owned in the world, including the clothes off your back. This was a staple comic strip image in the same era that included rich swells always wearing top hats and anarchists always wearing a cloak and holding a bomb shaped like a bowling ball with a lit fuse inches from setting it off, roughly 1890 to 1910.
