When is it acceptable to publicly blame someone, if ever?

When the blame is singular, obvious and necessary?

main reason i asked is cuz i was performing again tonight (choral type stuff) and the soloist was not holding notes for the proper duration, so on two occasions, he wound up a measure ahead. As you might expect, about half the choir followed him and also became a measure ahead, whereas the other half (the camp I was in) followed the music and came in where we were supposed to which made it sound sloppy as hell. We didn't have any other major problems during the night but of course the director pointed out how the song sounded like ass, but he focused on the choir.
I was kind of thinking to myself "GEEZUS, I mean, the choir should have followed the music so yea we should get blame, but it started when the soloist jumped ahead multiple times..". it bugged me cuz the director said nothing about that or to him at all. but the guy was my friend and since we weren't innocent, I (nor any of the rest of us) said anything, which I think is right.
between that and work it got me to thinking about just when it is warranted. I generally tend not to do it, as it usually isn't the best solution, but thinking there has to be a time where it makes itself necessary?
