The name is part of it, honestly. It sounds quite a bit happier than "Drupal," which comes off as being soaked in vodka and despair.
(I prefer Drupal, btw.)

someone is trying to use it and they are saying the webhost is sucking becuase its not working but maybe JOOLMA IS SUCKING

pretty sure it's an application. never used it but we use Drupal at my work now and I think Joomla is similar (it was in the running for our new CMS). web-based open source program, you sign in to a dashboard / admin page on the web and control all yer content.
isn't it for more like large websites?
