Some old people get shaky hands. I'd guess the same muscle degeneration that causes shaky hands also causes wavering voice, if the muscles it affects are throat ones instead of hand ones.

I can't answer "why do some old people get shaky hands?" though.

some people (incl katherine hepburn) have "essential tremor" (used to be known as palsy, is not a sign of parkinson's) which causes their heads or hands to shake, sometimes uncontrollably. my dad had a tremor in his hands since he was in high school and was super self conscious about it, then finally when he was like 60-something he saw a neurologist who recognized it as essential tremor. now he is on anti seizure meds and doesn't have the tremor anymore.

not sure if this is what you're talking about, but it's probably why hepburn's voice was shaky?
