OK, I'll take a stab at this. Leaving aside the indefensible desecration of a native American sacred site (which anyone must attempt to leave aside, if they intend to defend the indefensible), Mt. Rushmore creates a tangible national monument, such as nation-states invariably raise to themselves in order to create and solidify their national identity. In this respect, Mt. Rushmore is directly akin to the Washington Monument, the Lincoln Memorial or Monticello. Just somewhat misplaced.
When you consider the number of petty, venal, disastrous, or just plain mediocre presidents who were popular enough to get elected, the selection of presidents placed on Mt. Rushmore generally reflects well upon the higher ideals of the USA, rather than reflecting its much nastier, xenophobic, jingoist, racist, sexist, or merely myopic history. I mean, if you have to erect a set of four giant heads to aggrandize our nationhood, you could do one hell of a lot worse. Reagan, for example.
