See it's probably humans, particularly some newbie Starfleet cadet off Earth for the first time and forgetting that not everybody has dispensed with money and some folks need to get paid.

But then like Jem'Hadar don't eat or drink or have fun so they would not only tip shitty but probably shoot you.

I think Ferengi would be good tippers! They are savvy businesspeople and savvy businesspeople know to honor the customs of the culture lest they alienate a potential business opportunity. They would never tip on Ferenginar, but they wouldn't be expected to.
