Written prior to 1992. Book is predominantly black and white (or pastelly) and tells the story of a house being painted. Little boy is the protagonist, and convinces the painters to do more than just paint it black/white/tan or whatever. As the haint becomes more and more painted, the color becomes more and more vibrant and end up over... everything. Like, in the margins, over the text (I think?). Totally unbelievable colors, all over the house, the characters.
Not by Peter Spier, but somebody not totally dissimilar in my memory.
