It's a rule at the martial arts school that I train at. I was wondering if it meant "no bonking other students" or "no making friends with other students" - but I'm too scared to ask anyone (not least of all because I'm too scared to make friends with anyone well enough to ask them in case I am breaking the rule by doing so).

Probably that, and not "no making friends". There's a similar rule at the dojo that my husband trains at, and it was instituted because there was a guy there who ended up having one night stands with nearly every woman who trained there. The women would then feel resentful and end up not training there anymore = the dojo losing money.
