cold call friendship: classic or dud?

Same situation as mark on the other thread but not amorously-tinted - classic or dud? Classic, I say. I'll get it together, and explain my life-scenario-why.

Classic, though at least 90% of the time it won't work, and you won't like the person enough to be friends (or vice versa). But might as well give it a try in the hopes for that 10%, right?

Besides, how else do you meet people?

cold call friendship vs. cold call dating--is there really any way, at first, to distinguish the two?

Does it have to be actually calling some stranger up? That sounds just a teensy bit creepy. But introducing yrself to interesting-looking randoms at uni/parties/gigs can be all kinds of classic. c.f. inviting weird innernet nerds to your flatwarming party.

yesterday i went over to my new neighbours 'cause he invited me for a beer. he was socially awkard, and the beer was awful and all we did for half an hour was watch the news, he didnt talk. so no.
