Why are BOTH the UK and France still on it??? Who should be on it?

What's the point of having a security council if 9 of the 10 last resolutions were vetoed until significantly rendered useless by the US (because they concerned Israel)? (numbers were in a Belgian newspaper, haven't found a list of them online yet)

Come on, admit there's no point to the whole thing and disband.
