I go for Arnie only because Stallone is still delusional about being a great thesp. What good movies has he been in besides Rocky? Look at Arnie's ouvre:Total Recall, Terminator 1 and 2, Commando. All wicked movies stuffed to the gills with great catchphrases too.

Let's face it, it's a draw. The greatness level of Kindergarten Cop vs Rocky balances everything out since everything else is such crap. Though maybe Mr. T's appearance in whichever Rocky it was might tip this in Sly's favour!

Arnie, without a doubt. For proof, fire up Napster or equivalent and go hunting for the various prank calls people have constructed from film samples. Best ones: "...calls drunk guy", "...calls Gateway [#1 is the best of the three]" and "...calls Asian escort service".

Arnie is garbage; when he's not hiding behind zillion dollar special effects he's just a big, invincible doofus with a funny accent. Sly is a smaller doofus with a funny accent sure, but he's got heart. You watch movies like "Lock Up" and "Rocky 5" -- it's the work of an inarticulate man railing against the system the only way he knows how, by giving and taking physical abuse. Sly can only move half his mouth...it's a beautiful metaphor for characters like Rocky and John Rambo, who are fighting a world of lies and doublespeak with one arm tied behind their back as it were. Preferring Arnie to Sly is like preferring The Rock to Steve Austin. This is no contest at all.

Considering Sly has never really played a bad guy, as well as having spent 6 films as a boxer - with very low bodycounts in those - I'd say undoubtably Arnie.
