i don't think so...soundcloud has something where they scan for actual copyrighted recordings (i.e. the exact waveform), but not covers. in both cases you have to check a box saying that you're not illegally uploading material that you don't have the rights to, but you know.

I see people do it all the time on youtube but I am too chicken of being in legal trouble or youtube account messed up - too bad theree is not just some way that if it generates any kindof revenue it just goes to the person who wrote the song but nothing up front

I think the way it works is that when the copyright owner finds it and claims it as their own, youtube gives them the option to either take it down or to leave it up and collect any revenue from ads on it.
