The concept of whiteness has changed over time; Benjamin Franklin once wrote a letter in which he complained that German immigrants were detrimental to whiteness due to their "swarthiness".

Crut you're right that its not the same, but in America throughout the 17th and 18th centuries there was a social distinction between the Irish and "white people." This was whiteness as a classist construction, designed to keep out the poor Europeans. It wasn't until much later that the Irish and Eastern Europeans were assimilated into whiteness the social construct. More on this in Ted Allen's The Invention of the White Race too.

Ignatiev's study of Irish immigrants in the 19th-century United States argues that an Irish triumph over nativism marks the incorporation of the Irish into the dominant group of American society. Ignatiev asserts that the Irish were not initially accepted by native-born Americans of Anglo-Saxon descent as white. He claims that only through their own violence against free blacks and support of slavery did the Irish gain acceptance as white. Ignatiev defines whiteness as the access to white privilege, which according to Ignatiev gains people perceived to have "white" skin admission to certain neighborhoods, schools, and jobs. In the 19th century whiteness was strongly associated with political power, especially suffrage. Ignatiev's book on Irish immigrants has been criticized, however, for "conflating race and economic position" and for ignoring data that contradicts his theses.
he does overstate his case but there are many examples of documents/public statements from the 19th/early 20th centuries that refer to "white americans" as though synonymous with "anglo-saxon americans"

My grandfather and his family (from Calabria) were considered non-white, this was early 20th century big-Northern-city America. In the minds of True White people they were a big step up from Blacks, but they were still despised colored people.
