I only know three of these: Hall, Gutter Ballet and Streets. Gutter Ballet has the higher highs (Hounds! When the Crowds Are Gone!) but I'm a sentimental old fucker so it's probably Streets.

Sirens is a phenomenal debut, Gutter Ballet is gorgeous, Streets is full of ambition, but for me Hall of the Mountain King is the best distillation of what made Savatage so great. It's grandiose, just polished enough to let the rawness show through. And what songs. 24 Hours Ago, Strange Wings, and the colossal title track.
