NO! That is NOT it AT ALL! If there had been Wire Jr. circa 1984 I would've been so totally all over it as a thirteen-year-old. I knew about Beefheart and Cage thanx to the RS Record Guide, and would've appreciated any other friendly pointers into the fun-avant.

Articles on appropriation and "how to make a bootleg" would be perfect.

Wire Jr. would be for kids who generally would like something like The Wire, not for kids who want another teen-pop gossip mag. It would have basic background info (pieces about Charlie Parker, pieces about how records are produced and marketed, about the history of house), about how to create your own dance record, about indie rock. It would run interviews with Max Martin as well as (or instead of) Britney, though if it were a good magazine it would try to run both.
