Art Garfunkel was never a songwriter but he's credited with the "Canticle" part of "Scarborough Fair" (itself a rewrite of Simon's "The Side of a Hill") and did the montage "Voices of Old People" on Bookends. Never recorded any self-penned songs on any of his solo albums afaict.

i guess i never thought of them as being big songwriters. i always thought their big hits were done by outside people. but i am not a turtlesologist. it just struck me when i first heard/had turtle soup that every song was by the group.

but of course: Tony Consiglio (né Anthony J. Consiglio; 1917–2008), Sinatra's boyhood friend and longtime right-hand man, claimed that Sinatra did not write the lyrics; but rather, as a condition for recording it – a condition that Sinatra made with his manager, Hank Sanicola – his name had to be included as lyricist, a practice that was once more common with publisher and record producers.
I suspect he didn't really write it. Sinatra had a weird way with words judging from interviews etc., don't think he had it in him to be a lyricist.

Here's a weird one. Petula Clark wrote a fair number of songs, but none of her hits. But she did co-write "You're The One", which was an album track for her and later a hit for the Vogues.
