I think so. With math-rock, my guess is that a lot of the musicians came from punk backgrounds, and because of that it's harder to pigeonhole them as being "prog" -- similarly, because bands like Fucking Champs play for indie audiences, sometimes folks are hesitant to just call them metal.
My standby for math rock is to say that it's "minimalist prog" (Glass and Reich style minimalism rather than Morton Subotnick obv).
