Set in the wall of a warehouse or factory, idly rotating as the band really sings their hearts out, maybe shafts of daylight diffusing through smoke from a fog machine.

I just sat through two dozen hair metal videos as well as some pop, rap, and r&b hits from the mid 80s through early 90s that I thought would be likely contenders. The only match I came up with was One by Metallica and that doesn't even show the fan, just the shadow of the fan on Hetfield's hair at the very beginning of the video:
