OK here's the final list. I left in all of alexfack's and Dan's suggestions (except ones that weren't singles or weren't from the 90s). I'd thought that alexfack was maybe just making up band names but in fact he's just British, adding a good dose of local colour to this list. Research shows that they're all actual artists, mostly with some sort of hard guitar element. I threw out a few answers that weren't singles or were from a wrong year. They were replaced with duplicate-number answers (i.e. if someone already used a number but the next poster used the same number again). I'm quite pleased with the result. It's the most eclectic hard rock list I've ever seen.

I was completely being an ass when I suggested B&S and Amy Grant, although you could say "Legal Man" rocked a surf vibe in a rugged (for B&S) way and "Baby Baby" was by definition hard rock as Amy Grant was giving up her Queen of Christian Music crown to do stuff she'd been dying to perform for years but was afraid of alienating her audience to do. (That song was WAY MORE of a middle finger to Christian rock than people might realize; when it came out, there was a significant outcry from her core audience who started calling her slutty and a tool of the devil, all because she released a sweet little pop song about her soon-to-be fiance.)
