Not a "rock song," but A Runaway Girl is a musical comedy in two acts written in 1898 by Seymour Hicks and Harry Nicholls. It was produced by George Edwardes at the Gaiety Theatre, London. It contained the song "Sly Cigarette," here performed by Tiny Tim.

There are a few borderline songs that come to mind but maybe they're just cabaret or ragtime or something else instead. Different but definitely related and sung in a Cockney accent they'd be a shoe-in, but...

Would be remiss not to mention Chas & Dave in this thread - the cockney singalong style is basically music hall as sung in a pub, and they were doing that with rock'n'roll elements. As well as their own originals, they did actually do a huge medley of old music hall tunes on one of their albums: When I'm Cleaning Windows, Any Old Iron, Laughing Policeman, Where Did You Get That Hat etc
