I just heard this on the radio in the background while the DJ was yammering about a go-go concert. Of course the telefon to the booth is clogged with people trying to win tickets and I can't get through. So: sounds kind of Mr. Scruffish, sampled accordion phrase with an air horn going off every once in a while for extra goofy FX.
