my understanding is that there's a total $ allocation and that if the $ / person falls beneath a certain amount then no-one will get any.

not "no one" Phil - if more than 8.8 million people sign up the entire amount goes to "not-for-profit, charitable, governmental or public entities to be used for music-related purposes or programs for the benefit of consumers who purchased Music Product" - still haven't been able to figure out what this means but it sounds potentially awesome and could be better long-term than each of us getting five bucks - another reason to sign up!

most intriguing is the "non-cash consideration" -- $75 MILLION WORTH of actual compact discs to be given to each state, regardless of what happens with the cash portion. "The compact discs will be distributed in each State,Territory, and Possession to not-for-profit, charitable, governmental or public entities to be used for music-related purposes or programs reasonably targeted to benefit a substantial number of persons who purchased prerecorded music compact discs, cassettes or vinyl albums from one or more retailers."
