Yeah, they're all great and it's pretty close (even though Mr Diamond is right that Mitchell is better, indeed best)(and even though Shadow Moreton should be in there too, perhaps instead of the rather dissimilar Neptunes). Order of preference:

Brian Wilson first, for the spectacular beauty of Pet Sounds and much of Smile, and for being the best lyricist and singer of the bunch (since you don't specify we're just talking of production).

Phil Spector, for making loads of the greatest pop singles ever.

The Neptunes, for strikingly original beats, productivity and current excitement.

Joe Meek I know far less well than I should. (Yes Marcello, I do mean to buy that comp you recommended to me, one of these days.)
