That would be Autechre's "Flutter," although you'd have to read the explicatory sticker that comes with it for the song to be overtly political.

The sticker saying that in protest of the Criminal Justice Act which banned gatherings in which music with repetitive beats is played, "Flutter" (from the Anti EP, one of the best autechre EPs around too) contains no repetive beats so then big outdoor raves would be a-ok.
