It's not so much that the solos add a new plot development, more that they share the same pictoral space with the lines which set them up. The lyrics and the solos mutually acknowledge each other, whereas in most pop they're supposed to pretend they don't know they're in the same song. And the solos add absurd textures compatible with the absurd scenarios.
