How do you go about putting out a compilation record?

I'm interested in putting out a comp. Does anybody here have any experience with this? How much does it cost to use an artists songs on average? I'm going to have to hire a lawyer-right? We're not talking pop stars but semi-forgotten 80's artists. Any info would be greatly appreciated. Something in the vein of the Soul Jazz comps.

the recent "can't stop it" compilation of australian post-punk had a run of 1500 cds in total. at least 300 of these went as freebies. each band received $20 aus in royalties when the vast majority had been sold. there's still some unsold. chapter music only just covered it's costs. ofcourse, the vast majority of the bands were basically unknown and were glad that they were getting some sort of exposure after all thsoe years. not sure how it'd be with more well known bands.
