what period of music/black culture (artists) exactly Harlem Renessance is...?

Exactly?? I couldn't say the renaissance started exactly in one year or another. I'm not hep enough for that. But it was definitely at its high water mark from about 1935 to 1945. The eclipse of the Coolidge Republicans and rise of FDR helped to create the political climate where Harlem could bloom (with a big tip of the hat the Eleanor Roosevelt).

The musician at the top of the heap was Duke Ellington and his music exemplified what was happening in Harlem. Cab Calloway was also very big. Bill "Bojangles" Robinson was the most famous dancer. Langston Hughes is usually mentioned as the foremost writer. But all Harlem had its own style in clothing, slang and attitude that wasn't confined to just the few and the famous.

This is the title of a very good book on that period, by the way. (Harlem Rennaisance)
