How does one start up a pirate radio station

I know I am asking for it ... but, in a technical sense, what is needed, are there any web sites / books that explain exactly how this can be done.

I'm embarassed that I know this, but there was a Maximum Rock'n'Roll pirate radio issue a few years ago (actually more like 7 years ago now that I think about it). It might be helpful if you could track it down.
