Newbie question: What does "New Answers" mean?

I notice question askers often quickly followup with a response saying "new answers". I'm new here, so bear with me. What does that mean?

A new answer (like this one here) will bump the thread up to the top of the "new answer" section. At the top of the thread listing youll see the link for it.

The 'New Questions' page shows the most recently asked questions, and has a link to the 'New Answers' page, which displays questions in the order in which they've been answered, with the most recent at the top. People type a meaningless first post simply to get their new question to the top of the new answers page, which many people refresh periodically rather than go back to the 'New Questions' page.

Oh.. and people do that "new answers" thing because it gets their thread at the front of the line so everybody will find it and respond.
