According to the Straight Dope, it was an FCC investigation for alleged obscenity.

Somewhere else I read about a radio station that for a publicity stunt had an all-"Louie Louie" weekend--supposedly there are are so many cover versions that the station never had to play the same track twice.

Never going to be another "Louie Louie", at least coming from inside the industry. A huge part of the charm is the ramshackle sound of the song and music is too over-produced these days to ever allow something like this to happen. Like if the original "Louie Louie" guys were recording today, they would be sitting in a studio waiting to get every instrument isolated and mic'd up properly, then run through take after take after take, oh wait a minute the drummer dropped his sticks and said "fuck", we have to retake. Then they would compress the hell out of everything until it sounded like Jet or some other corporate shit.
