Presumably you mean linking to an mp3? You need to have it uploaded to some webspace somewhere, as Sean C says. Which means that for all intents and purposes, your hard-drive won't work. Once you've uploaded it somehwere, you can link to it with the following html code:
<a href="http://url.com/filename.mp3">linked text</a>
On ILM, you can also just type in the URL (see Sean C's post).

Once you upload your file somewhere, copy the URL (something like "http://www.location.com/myfile.mp3"), and link to it from here using HTML tags for links. It would looks something like [A HREF="http://www.location.com/myfile.mp3"]file name[/A], but instead of those brackets you have to use the greater than/less characters for your opening and closing tags.
