She did suggest that you "give him two arms to cling to" 'though; which (assuming that both of the arms in question are your own and fully attached) is actually quite difficult to do when you're standing to one side of someone - so perhaps what she actually meant was that you should stand in front of your man....

.... unless she actually meant that you should give him two arms to cling to one at a time of course....

.... although if that were the case, why did she not just sing "give him an arm to cling to", rather than running the risk of alienating the entire one-armed, man-standing-by females in her audience?

Hmmmmm. OK, well I must admit that if she was supposed to be standing behind him (thus being rendered unable to see what he was doing), it would at least make sense of the lines:
