What do you think Syd has been doing for money for the last 30 years? Does he get substantial royalties from record sales? I wouldn't think so, unless the rest of the band cut him in somehow on the later records...

The records do still sell steadily, though, and there have been various further compilations and boxes and things (and remember that he would have gotten money on the songs included in the PF box as well). By all accounts he keeps thoroughly to himself aside from family, and between their support and care and what money comes along, his needs are probably well met.

One of the few (if not the only) things that Waters, Gilmour, etc. agree on these days is to ensure that Syd's royalties still come through. Back on the 1994 tour, PF made sure that "Astronomy Domine" was on one of the live releases specifically to bolster Syd's income.
