I know I'm a little late to the game with this one, but I just heard Annie's "Chewing Gum" for the first time last week, and it instantly rocketed to the top of my singles list for the year, I've probably listened to it 20 times in the last 4-5 days.

Barring that, I'd say Nelly's "Over and Over," which is quite unexpectedly wonderful.

tho it's neither a single nor out right now, "Spongebob and Patrick Confront the Psychic Wall of Energy" by the Flaming Lips, which leaked already, is def my fav song of 2004 and surely needs to be the official theme of the Spongebob Movie as well as get its own video in which Spongebob and Patrick costumes chase around those silly Flaming Wabbits.
