I dunno if he qualifies since Black Star dropped in 98, but I really like what Talib Kweli's been doing. this is a good question though...and hard to answer without being too obscure or too obvious... Ludacris had a good run for a year or so, but I think his appeal is fading pretty quickly now.

And you've really got to explain the Beanie thing to me. He's got kind of a charisma, but I can't help but groan every time he shows up on a Jay-Z track. It's like, dude, you can't end every line with the same word! That's not rhyming!

Infact I calim Buck 65 (from Halifax) is the best rapper currectly (past work discounted) on the go.
I dont even like modern rap for the most part and I still listened to two album of his stuff wisheing for more.

Ethan, you would like Buck 65 more if you weren't so much like him (or seem so much like him, um, to me, sort've. uh, sorry?). Buck 65 is great because he moves in an entirely different space than the rest of hip-hop. Sure the understated voice is a big part of it, but the tense, myopic (feeling) production and subject matter / way of thinking about what is appropriate to rap about also contribute to the personality of his music. He also, thank god, manages to, er, buck (sorry again), or maybe just perfect, the cluttered, stumbly (stumbley?) flow that it sometimes seems like all undie (I shouldn't use that word, I hate it) rappers share.

The reason this test doesn't really lead to any interesting answers is that it's really hard for a (gangsta) rapper to gain prominence *really* quickly unless a big producer takes them under their wing (Bubba, Petey Pablo, Eminem if he wasn't an exception) or they belong to a crew or roster of successful artists (Eve, Beanie). So you're talking about a rather small group of people, all of whom had huge advantages not strictly limited to their rhyming skills or charisma.
