Identify this electro song

I downloaded this excellent track that seems to be 1980's electro-rap with vocodered vocals. The tag says it's James Brown's Super Bad Parts 1 and 2 off of the Star Time mix. However, I doubt that's correct because it has absolutely nothing in common with that song. I can't make out all of the lyrics, but the phrases "end taxation" and "Reaganomics" are used frequently. Anyone have any guesses as to what this song is?
