No.
There was at one time maintained a 'clock' which showed how close the world was to a theoretical nuclear holocaust, 'midnight' being an actual holocaust. The song is named for a time when the world came as close as 2 minutes to this midnight.

"Seven minutes to midnight" was a Wah Heat song. Which came before this one, fairly obviously. And was 5 mins long, most prob.
