What's so great about being "snotty"?

Punk bands are frequently described as "snotty," and it's usually meant as a compliment. I don't care for most punk, and in trying to figure out why, I've arrived at the idea that I don't have any interest what a snotty person has to say.

What about you? Does hearing a band described as snotty pique your interest or turn you off? What am I missing here? What's so great about being snotty?

I guess its a general attitudanal thing, but "snotty" usually refers to the vocals, right? nasal adenoid "c'mon dad gimme the car" kind of thing?

Snotty = being extremely vocally pissed off about things that most of us, being adults, more or less accept as conditions of life that everyone has to put up with, so we don't complain about them all day long.
