The shorts go hand in hand with no shirt but if you can find an example of an artist who looks cool in shorts and a shirt, I'll accept that too. No shirt / leather pants doesn't count.

You keep adding new rules. I don't know any artists that do it and look cool figuratively. It is rather uncommon to wear shorts during a show. I don't necessarily think wearing shorts would make a person an idiot with or without a shirt. Uncool? Yeah, whatever. Like I say, Slash shirtless and shortless would not have seemed odd to me. Not sure I would've noticed.

A bunch of years ago I saw Fugazi on a very hot and humid Memorial Day weekend in Indianapolis and Guy was not only wearing a long sleeve, black button up shirt, he had a big factory worker thermos of coffee on stage with him. It was freaking Cambodian jungle hot in this place, you could see a cloud of steam above the crowd!
