Not sure about that, at least in it's origins. I'm from Norfolk (UK, rather than Virginia) where "boy" (or "bor" with a Norfolk accent) is used similarly to "mate." However, I can't deny that it took on an inverse meaning on the other side of the Atlantic (other East Anglian terms such as "bishybarnabee" (ladybird) have remained intact)

The word "boy" (to describe grownups), from my impression is used more often in a gay context than in a rascist one.

It depends where you're from. In rural North Carolina, "boy" is always used to refer to adults. It took me a really long time to get used to. There's no gay context or implied hostility at all.
