Timbaland has more negative space in his songs than anyone else. Almost all his songs are really really slow (well, really slow OR really fast, depending on whether you think it's in cut time or 4/4) so the sparse drum programming has all this "room" around it. The slow tempo he uses allows for double-time drum fills, like in "One in a Million," that would feel out of place at a normal hip hop tempo.

Remember when I was about 16 and heard "Beep Me 911" and "Pony". Blew me away, I was like: "This is the fyoo-chooore!" Suppose it kinda was, although his productions have got a little bit more minimal since around 2001. Still ace though.

I wasn't really into RnB 'til then, but I liked the odd tune. I think it had a great run in terms of production and arrangement 97-03. Obvs good stuff before and after, but those are the primo years for me.
