The argument could be made that Mike Coles (sleeve designer and label head of Malicious Damage) ripped the image off as well (from celebrated war photographer Don McCullin), but the fact remains that said image has been inexorably linked to Killing Joke for twenty six years, so it's still pretty audacious. Moreover, it's not even one of McCullin's more well known images (people escaping from a gas attack in Northern Ireland), so I can't believe it would have been an accident. I'd say "homage" maybe, but Smash Palace, from what I understand, are a power pop band -- and not at all similar in sound nor aesthetic to Killing Joke.
