I can't find anything else about Goatboy but I can assure you that they're not related to any Bill Hicks sketch nor are do they have any connection to the Raunchy Young Lepers. that song is perfectly insidious commercial music whatever it is, as I am intimately aware of its existence without ever having 'thought' about it for even one second. It sounds ironic(and no less boring for it) judging by the Kia commercial snippet.

Okay, I found out some more about Goatboy after looking up Roger Greenawalt (who co-produced the track). He's actually shortened his moniker to Goat and released an album called (what else?!)
Great Life in 1998. According to Jason Ankeny, he's a "longtime staple of New York City's underground music scene", and he's apparently released another album that came out this year. The AMG review for his debut is

woah. i actually reviewed this shit cd as an audition review for the local paper and they ended up using it, i think. ridiculous. both the tune and the fact they used the review. if anyone around here was on the fence about the new goat cd, perhaps i discouraged them from purchasing.
