Good question, actually. I noticed the "No Skylarking" clause in their annual book of club terms and guidelines a number of years ago and laughed about it. This sign just appeard this year, and the quotes suggest to me a sort've knowing, self-reflexive joke. I dunno. I predict that the likeliest individuals inclined to skylark wouldn't know the definition of skylarking if their very lives depended on it, so the sign on a surface level is sort've moot.
