Can someone dumb it down and explain podcasting to me?

Alex, podcasting lets you put and RSS feed with links to media files in it. A podcast client can "subscribe" to it and download new editions of a program (or whatever) that you can listen to at your leisure.
WFMU has a number of good ones.

oh my bad! so, you wanna talk this podcasting thing over a couple milkshakes and a golf game? i'll pick you up in my private chopper at 4pm EST.

For you to download it automatically, you'll have to use a podcast program to check that URL every so often. I'm using iTunes just because it's easier for my iPod. I haven't looked, but I'm pretty sure that there're a number of podcasting programs for Windows, Mac, and Linux that'll work for numerous mp3 players.

I recently downloaded the new iTunes (4.9, I think), complete with podcasting stuff...what more do I need to do to be able to access other podcasts? I am admittedly under-utilizing my iPod. Let the scorn begin...

I've got one on dance music over on The Stycast, which is Stylus' revolving set of podcasts from staff members.

I doubt this will stop me doing one of my own in time, though; the ego-trip is too great to resist.
Interesting idea re. the del.icio.us tags. HOWEVER, the ilm tag is also being used by people to bookmark ILM threads, as this link shows.
My suggestion is to tag things with "ilm" AND "podcast". Which will result in something like this.
A note of caution: many, if not most MP3 bloggers quite understandably dislike people hotlinking directly to their MP3s, so there are some delicate etiquette issues involved.
