Someone educate me on the meaning of this. If someone were to do this in say, New York, would this incite a gang war?

It means Snoop is a Crip. The Crips are an LA gang (originally a ROLLERSKATING gang - yeah hardcore motherfucka). Their color is blue. They hanf blue handkerchiefs (aka "flags") out of their left pockets. This wouldn't start a gang war in NY - there are no crips there.

Snoop's insistence on constantly referencing his affiliation with his tough little club of meanies is depressing. The guy has a mansion in Claremont. Brings to mind Ice Cube's famous "you're yelling 'Compton' but you moved to Riverside" dis on NWA. But even aside from that, doesn't Snoop have children? I don't feel like googling Snoop's lyrics for LBC/crips references, and I can't think of any off the top of my head so I guess ya got me, sorry... But taking every instance of LBC to literally mean "Long Beach City" seems really counterintuitive to me - as M@tt notes, slang/multiple meanings are the bread and butter of hip-hop lyricism.
