If you're looking for old skool dance vinyl or disco, do NOT miss going to Beat Street. I can't remember where it is... but it's right around the little area with all the sex toy shops and cheap pizza places... and it's on the second floor of a little arcade of shops in the area.
There's also Bassix for dance vinyl as well.

I was very struck by how cheap CDs were in Vancouver, much cheaper than in San Francisco, say.

I'd agree that Scratch and Zulu are the best for indie stuff in Vancouver. Scratch is more "with-it" in terms of the Mille Plateaux, Kompakt, micro-house, glitch, idm, whatever sound. Also, the prices are a bit better at Scratch. One of the upsides of Zulu however, is that you can listen to any cd there on one of their many listening stations.
