Do you own: Dntel - Life Is Full of Possibilities? Keith Fullerton Whitman - Playthroughs? Pan Sonic - Kesto? Gas - Pop? Tim Hecker - Haunt Me, Haunt Me, Do It Again? Cyann and Ben - Spring?
You might like those too, looking at that list - I'd take them over most of the other records I didn't mention.
Also, it depends when your birthday is: my birthday is in October, and I'm buying myself Deerhoof - The Runners Four and Wolf Parade.

Tom Waits - Rain DogsMcLusky - The Difference Between Me and You Is That I'm Not On FireBark Psychosis - Codename: DustsuckerLow - Things We Lost in the FireBjork - Drawing Restaint 9 (I actually didn't know that this was out, but if it is, the samples I've heard are good)
As for other thoughts, "Franks Wild Years" and "Swordfishtrombones" by Waits are pretty indispensible if you don't already have them.

The Runner's Four comes out a few days before my birthday, but I'll be getting it on release day.

The Pluramon tops my list, being both 1) the most entertaining MBV-alike album I've heard since, um, 1998 or so, and 2) the only one on my list likely to go out of print permanently in the near future. Those Stereolab and Tom Waits selections will be still be around, and won't date too badly, 10 years from now.
